If the streets of Layer 4 prove to be Delphoria's sinful bask of heaven, Layer 5 definitely proves to be hell that lies beyond. Every building is beyond ruin, with masses of people living here in a constant struggle to survive. Nick-named the "No Stop Zone" due to the incredible amount of violence that is shown towards anyone forced to drive through any section of it. The lowest masses of society dwell within this district, and every night garuantees a violent bout of crime from the various "strays" (criminals who do not belong to the Aon Syndicate) that run around the area. There is absolutely no law here, there is absolutely no order. Any outsider who steps forward into Layer 5 can be promised to come face to face with some of the most violent sociopaths this side of the East-Coast.

There are constant fights between the packs of "strays" over nearly every little minute detail. Murder, rape, theft, are all in their highest percentiles in this district. If one were to brave the flames of Layer 5, they could find a few hidden gems of interest of the highly illegal variety. Some of the best computer hackers, drug-growers, and arms dealers make their homes within the turbulent walls of Layer 5, making it the ideal place to find "difficult" items normally unavaible to the mainstream of society.
