She could be laying eggs. I've seen a female box turtle lay eggs near my pond in the mulch. She would dig with her butt out for a few days but never really buried herself. The last time she did that, she gave up but a few years ago, the hole was filled in meaning she maybe laid eggs there (never tried to dig them up and never saw hatchlings).
As you say on your site, only an x-ray from the vet would tell you if there are eggs in there. I'm not sure how vets deal with egg binding in turtles but I wouldn't jump to that conclusion. It may just take her some time. It's too early for her to be digging for hibernation (RES's normally hibernate under water anyway) but she might be trying to estivate which is like hibernation when it's too hot. If that were the case, I wouldn't expect that she would eat so much when you offered her food though.
