i'll let someone else answer about the weather aspect, as i live in the south. but as far as a turtle living with koi, it is possible. there are some turtles that will devour the fish, and others that will ignore them, and it doesnt necessarily differ by species, but rather by individual turtle.

i have 3 red eared sliders, but they are housed with minnows and goldfish that are in the pond to make the pond more lively and they are cheap enough that the turtles can eat them and i am not out too much money.

i do feed my turtles well, so they dont have to eat the fish for sustenance, but they can if they ever feel the urge.

i'm not brave enough to let my turtles live with koi, especially since in your other post you said you would rather small koi or even fry, fish that small and turtles wouldnt go good together, at least in my experience. my turtles like the "1 or 2 bite sized" fish

Some people keep turtles and koi together. As long as you are aware that the turtles may eat small koi or tear some fins on the big ones, it's okay. How apt that is to happen depends on the size of the koi, turtle, and pond as well as the species and individual personality of the turtle in question. Well fed turtles and those whose species don't relish fish as much are better choices. Painted turtles tend to be pretty well behaved. Cooters like to eat more plants than animals as adults and are a possibility. Red-eared sliders are the easiest to get and may eat small fish.
