Assuming that it is possible to have frogs in a barrel pond, any tips on set up? I don't want mosquitos, and don't have access to a electricity outdoors, although I would consider buying a solar pump if that would help.

You would probably want a ramp or something for the frogs to get in and out. A small weekly water change would help keep the water cleaner if you can't filter it. I don't filter my tub ponds but they are certainly not clean but aren't really meant to be. For mosquito control, I suggest the liquid Bt sold by Microbe-Lift.
