will this setup work for a 10 gallon:
3 adfs, 4 panda corys, 3 ottos, 3 shrimp
will the panda corys force the adfs to starve being more aggressive feeders than them?
is this overcrowded? can i add more?

As long as the shrimp aren't too big to eat the small fish or too small that the ADF's can eat them, then they should get along. The 10 gallon will be full with those fish, frogs, and shrimp. I wouldn't add more. They're all bottom feeders (except the algae-eating ottos who stick to things) and will compete for the same foods. Panda cories aren't aggressive and shouldn't cause the frogs to starve. I would be more worried about the shrimp getting enough to eat. If you want some animals in the open water, I suggest some small schooling fish. To fit them, you'd either have to get a larger tank or reduce the number of other species you're adding. The frogs like to eat live blackworms and/or frozen bloodworms the most.
