Is this for a pond or a tank (you mention both)? Ideally, you would run the pond empty for a week or so. This gives it time to stabilize. If you ran it for a month without fish, there would be a lot of maturing mosquitoes. A newly-filled pond or tank should be aerated well for at least an hour before putting in fish. Fresh tap or well water is low in oxygen and may contain compressed carbon dioxide which can come out of solution inside the fish (gas bubble disease, like the bends in humans).

I have had a tank for years and have always added my fish a couple of hours after setting it up. As for a pond you should wait at least a week so the pond can stabilize its self it will go threw several color changes but its OK it will clear up then I would add my fish. :)
