You can either Google 'how to build a goldfish pond' or for clear and easy reading advice go to the POND INDEX on Robyns' site. The deeper the pond, the cooler the bottom water, people in Florida do have ponds. ;) What I did is take a few pics of my backyard, grabbed some blank/graph paper and drew designs all winter. In my case I wanted a place to veg and I wanted to kill off a slope at the same time. Also check with your cities building/permits department. There may be a depth limit of your pond before you need a permit or even certain fencing...which is no big deal usually. As the saying goes 'better to be safe than sorry'.

Personally, I would hire someone because they do it on a daily basis and know about Florida.

Many people have ponds in Florida. To keep the fish cool, make the pond deep (over 2 feet if you can), include lots of plant cover, and maybe build a canopy/gazebo over the pond for more shade if needed.

Look at this web page under Florida which lists 10 koi clubs alone in Florida! You don't know how lucky you are. There's not a single koi or pond club in my entire state!
http://www.akca.org/clubs/clubmap.htm

People in those clubs will have tons of tips for you on ponds and specifics for your climate.

Here's a link to my pond setup page. I know it desperately needs to be updated and expanded but things are at the point now where I may soon no longer be able to answer e-mails let alone work on my web site anymore.

If the pond is contained, and you have the neighbor's permission, you can put goldfish in it. It must be a huge pond so it probably is not contained. If there are streams, etc. going in or out of the pond, then the goldfish may travel to other natural ponds and become part of the invasive species problem that is worse in Florida than almost anywhere. Even if a pond is contained, fish can be moved by animals such as herons dropping them elsewhere.

As for liking it, a goldfish would love a pond that's large enough to have depths from 1 to 30 feet. They won't go much deeper than 3 or 4 feet though. That's a deep pond!

well the pound is man made and in florida you could dig a hole and it fills with water, I don't now of any thing that would carey a gold fish all the way to steam about a mile or two down the road but who nows...
