Eels eat live fish so it's not a surprise the other fish was damaged. I'm surprised the eel didn't eat the entire fish.

If the fin rays (support structures) are gone on the fins, they will never grow back to the way they were but may grow back some. If the rays are still there, the fins should grow back. The main problem is bacteria or fungus taking advantage of the situation. The injured fish should be kept in his/her own tank. I suggest adding a tablespoon per 3 gallons of aquarium salt to deter bacteria and fungus. Also, add some all natural MelaFix by Aquarium Pharmaceuticals and some real antibiotics like Maracyn I by Mardel which is erythromycin. Those medications hopefully will prevent infection from starting. Once it starts, it's harder to get under control.

Good luck!
