Yes it is. Turtles should be very happy i think the 4 painteds will have plenty of room. They get to be outside and get some real sun.

I thought metal was bad for turtles?

If it was a type of metal that rusted yes, but its stainless steel. It wont contaminate the water with unknown chemicals or metals
