Uh, is it maybe located at the Mule Shoe Ranch?
It's a bald headed eagle (cause I see them everyday here)
I don't know what its made of, I'll leave that for LindaB :P

My search found a Mule Shoe Ranch in Mule Shoe, Texas and also a Muleshoe, Arizona. The bald eagle looks to be made of metal?

The eagle is made out of steel (head and tail are stainless steel) and it's near West Glacier, Montana.

Yep, LindaB is right. That is where this eagle is located. We say it on our way to Going to the Sun Road.
