there was a wood turtle in my driveway and i dont usually like to take animals out of there natural habitat but i noticed that he is missing a front leg and his tail, and the neighbors dog was poking around at him.... what do i do with it. i hope he is not dying, he doesnt even go in his shell, is this normal.

I would take the turtle to a wildlife rehabilitator. Wood turtles are protected by law. It is illegal to have one without a permit. It sounds like he may need some medical attention from a reptile vet as well. He may be able to live without a leg and tail but not withdrawing from a person into its shell is not normal. The dog may have hurt him. If he does appear healthy enough, I would release him nearby but away from the dog and other predators. If you let me know where you live, I can try to find a wildlife rehabilitator for you as well as find out the legalities of having a wood turtle in your state.
