Your request it pretty vague. Are you looking for an historic incident that involves and explores the judiciary? Or are you looking for issues today in judiciary? You can always play it safe by doing a piece on the American Supreme Court (who help form the judiciary arm of the government). Theres lots of issues there, how jusitices are chosen, how they rule, historic rulings of the past that have changed American life such as Roe vs Wade (the ruling that ultimately made abortions legal in America).
Or you could examine state and federal laws, how they are different and how the two judiciary systems interact, an easy topic for this that would be very timely right now would be to examine gay marriage laws in states. A lot of the controversy surrounding this is because it can't be decided it this should be up to each individual state, or if we should just simplfy things and make it a federal (nation wide) law.
Another idea you could explore would be the role of the constitution in the formation of new laws. The idea is that new laws that violate constitutional rights aren't valid, but every so often amendments are made to federal and state consitutions to allow certain laws. For example, to make gay marriage illegeal on a national level would take an amendment to the constitution. You could maybe talk about how this is done and cases where it has been done in the past.
If this isn't the kind of thing you're looking for clarify more what you want and I'll try to help out.

I wasn't told whether it mattered or not. So without knowing if there is a specific time or century from which I should dig the topic up from, I decided to just believe it didn't matter so long as I gave a good enough story and it dealed with the judiciary system. But I think you've given me a good idea of what to use for some good topics. I've given myself the option of using either one of your ideas or prison population. Thank you for the help.

Don't feel bad Apollo, you're clearly very smart and witty in your own right! I'm just glad I could help out somewhat. For everyone who thought I said something "amazing" let me remind you that I am a senior in college, and if theres one thing thats got me through my education its that I am lucky enough to be able to write papers well and things like that. I've had a lot of practice coming up with my own topics too because I get a lot of assignments that pretty much let you come up with your own paper topic. So in short I'm glad I could help get the gears in your brain turning, but for me that was nothing. I don't mean that in a conceited way at all, its like if you knew a chef, someone who constantly had to cook and you asked them to whip you something up to eat. You would probably think it was good, but to them it was nothing because they do it all the time and have had a lot of practice. I've just had A LOT of practice at brainstorming essay topics and writing papers, that all ^_^
