It would be nice to have a spot on the forum where we can post where we want them to be scouting. Thoughts?

Can put them under staff reassignments for now.
Only person that's been sending scouting at all til now has been Philly, and he's been emailing them with his lines - everybody else can do that too, if they like.

I need to work out how much PHI has been spending on scouting and deduct it from everybody else's finances, which is what we said we would do absent scouting requests.
(I should note again that teams should employ a reasonable number of half-decent scouts - say 4 good ones, minimum, or else we'll have to figure out something to do. It was pointed out even before the league started that scouting takes a good chunk out of a team's finances, so the budgets will become unbalanced unless we do this.)
